Membership of ENTO is open to European organisations who are specialising in training for staff and elected representatives of local and regional authorities. There are two categories of membership: ordinary and associate.

Ordinary membership gives full voting rights and restricted to public sector, not-for-profit organisations. Associate members have advisory status with no right to vote. Decisions on membership are taken by the Bureau on receipt of an application form.
