Member of ENTO - Economic Research Center (ERC), Azerbaijan has implemented two projects. ERC would like to share the results of their work with the members of the Network:

"Assessment of the factors impacting efficiency of the targeted social assistance mechanism" project

Project start and end dates: July 01, 2007 -- June 30, 2008
Finacially supported by the Oxfam Novib

The main objective of the project is to support the Ministry (MLSPP) by the preparation of proposals dealing with the refinement of the mechanism for TSA thought the elimination of inclusion and exclusion errors, as well as on the diminution of the cost of application, particularly for the needy sections of the population, through the simplification of the procedures for application. Also, the investigation has sought to assess the level of public awareness and to analyse the expectations of household economies from the TSA system.

“Enhanced Transparency Initiative and Ensuring Public Participation in Municipal Budgets”

Project Aim: The proposal has been built on the idea of more inclusive and strategic municipal policy formulation and development process through the ICT application in daily management and forecasting activities and wider public participation. In order to reach this aim, the proposal has set out and pursues a series of various objectives as follows:

• Automated operation of municipal budgetary activities through the installment of a set of software offering both a possibility to facilitate the disclosure and accessibility of the budget information and to project future budget indicators based on a range of analyses (vertical, horizontal and pattern) thus making the strategic planning decisions possible.
• Fostering people-inclusive formulation of policy options by allowing people to come around tables to discuss options with the participation of an expert in that field.
